AFAIK fertility rates go down as levels of public health increase, levels of public education increase, and women become more empowered (which is mostly from education).

So the best way to help at home is socialised healthcare and education - this way immigrants cannot slip through the cracks and become an underclass, there's a social safety net for all citizens regardless.
And the best way to help abroad is to help these other nations improve their healthcare and education to levels like in the first world.

But how?
The United Nations probably has some good ideas.

If any thing its no hidden secret Europe has a large population of Muslims. I know many Christian churches have been converted over to mosques. So I guess its true to a certain degree.

I think he's referring to the actual fertility of the female being lower as she moves/evolves into a more clean and secure environment. This is partly due to the body's natural response to this acclimation. With lessened chances for disease and poverty to wipe out her offspring, her body's biological senses "slow down" the reproductive process. Another reason is, responsible people just have less time for sexplay. They understand the key role it's unabused purpose is in life.

I mean "Fertility rate" as in the measure of how many babies a woman in a specific society will have over her lifetime. Insemination doesn't equal babies if the woman is on birth control (or has access to safe abortion procedures), which she will more likely be on if she is educated and empowered.

Also,
Interesting research that came out several months back: They are finding that the most advanced societies are starting to increase their fertility rates. It seems that when women get educated and empowered in a society, they enter the workforce and don't have time for kids.
But then when the society advances even further, family friendly work arrangements start to become common place (paid paternity leave, negotiable hours, at-work child-care, etc) and women start to feel that it's ok to have more kids.

On to the topic at hand. we all know that the catholic leadership are strongly against birth control. Anyone know how the Islamic faith handles the concept of birth control other than the male is superior and the woman bends over whenever asked?
